First, from January 1, next year, we will continue to implement the current supervision policy on cross-border e-commerce retail imports. We will not implement the requirements of first import licensing, registration or filing for cross-border e-commerce retail imports, but supervise the imports for personal use.

The second is to expand the scope of policy application from 15 cities such as Hangzhou before to 22 new cities such as Beijing, Shenyang, Nanjing, Wuhan, Xi'an, Xiamen and so on. The direct purchase and import business of non-pilot cities may be regulated by reference to the implementation of relevant regulatory policies.

Thirdly, on the basis of imposing zero tariff within the quota, value-added tax and consumption tax on goods in the import list of cross-border e-commerce retailers at 70% of the statutory tax payable, the scope of goods enjoying preferential policies has been further expanded, and 63 items of goods with large demand from the masses have been added.

We will raise the commodity quota ceiling for preferential tax policies, raise the single transaction limit from 2000 yuan to 5000 yuan, and raise the annual transaction limit from 20,000 yuan per person to 26,000 yuan per year.
